Burying SWA cable in the ground near blue water pipe

Soon to be undertaking a home project to supply a summer house with electric. And mains water, is there a minimum distance that the swa cable should be from the blue plastic water pipe?

No issues with them being next to each other. Both can go in the same trench.
Don't forget the warning tape over the top.

And also don't forget that even if this is a Schedule 2 Class 6 exempt building it is not exempt from Part P, and you do need to apply for Building Regulations approval.

And the water supply company will want to have the opportunity to inspect the supply pipe is in accordance with the Water Supply Regulations 1999, although in my experience they never actually turn up! You just tell them it's available for inspection between certain dates before back-filling the trench.

Does it need to be 450 deep

If in open ground then 450mm is the guidance. Subject to risk a assessment, of course.

Your water supply should be 750mm below ground level to prevent freezing. Your cable will be fine at this depth too.

my water board said that the water supply should be minimum 300mm from other services. Not really sure why, as it all gets buried in the same wet ground

It's probably just so there is room to work on one service should they or you ever need to without the other being in the way and the risk of damaging it in the process.
