But of the examples I used, only Gibraltar fails your nonsensical test. UK would also fail your nonsensical test.

If it is not swimming is it dead? if it is dead is it on a trawler or has it washed up on a beach? What nationality would the trawler be and was it fishing legally, if not do you think that the trawlermen should throw it back or try to land it and sell it?

What about public health services in the likes of Guernsey? Oh I know you can see the doctor and have some good health care. But if that doctor tells you you've got the big C you'll be on a waiting list for treatment in the mainland.
