I'm having some block paving done and will at some stage change my entrance gates.

These will presumably be powered some stage afterwards.

I have power in my detached garage (secondary fuse box from house) and this is about 25m from where the gates will be.

I am pre-empting laying the cable down whilst the opportunity is there with new blocks to be laid, so no disruption at a later date.

Will 2.5mm SWA be ok.?

For the power supply probably yes.

Almost certainly there will need to be some control and/or sensor cables and gate intercom.

Lay in two ducts, one for the power and one for the other non mains cables,

You may need duct between the gates too. I did a system a few years ago and there was an inductive loop under the drive to detect vehicle presence.
You need to take advice from the company who will be installing the gates.

You will definitely need duct between the gates, both for motor power and sensors. You may also want it for lights on the gate posts.
Typical gate installation :
