Stud the wall laying cellotex insulation boards between. As you can see there are various thicknesses to choose from. Obviously you would use according to the size of the room.
It would be a simple matter to relocate the skirting and no need to hire a plasterer. You could use tapered plaster board and tape the joints yourself.
I have done it myself with very satisfying results.
