Can I build an outbuilding before splitting to flats

I bought a house which had PD rights, and I did a rear, side and loft extension using PD. I then applied for planning permission for the house to be split into flats and it was granted. I have done most of the building work but I’m still going through the building control process and it’s just occurred to me that once the house split is completed and approved, I lose any PD rights I have. I initially wanted to put an outbuilding (P.D approved) in the garden, however if done after the split then it’s technically not PD and I’ll need to get planning to do so. Is it too late to build the outbuilding now under PD?
 
If it's not been completed from a planning perspective (the council have switched from charging you 1 council tax for the house, to N council taxes for the flats) I'd say you have an argument to put up your outbuilding under PD, unless the wording of the grant extinguishes your PD rights as soon as the work begins
 
Thank you. My PD rights were not extinguished. However, I am concerned that the planning application that was approved showed the area as a garden and without the outbuilding. Does it matter or impact the planning application if I put the outbuilding in the garden, and combine both PD and Planning? I'm hoping that won't impact the planning, as long as I leave sufficient garden (>50sqm) for the flat with the outbuilding.
