They are a joke and the only purpose of them is to tackle installers that try to hide it from the taxman. They have nothing to do with safety or quality.
A housholder CAN notify BC. However, they cannot self certify that the installation meets the requirements.
So BC are likely to make a charge and probably have to cortract an RGI to inspect it.
I was lucky enough to go to a meeting with BCOs from Ealing Council when this was being discussed. However it was mostly aimed at electrical installations because they cause more deaths and the senior officer leading the discussion had qualified with electrics partly to assist at work and partly because he was rewiring his own house.
