Can I override a faulty heating programmer?

Would it be a good idea to turn the boiler flow temperature down to stop the cylinder getting too hot?
It could be, but we still want it to be circa 60 degrees to kill of any potential bacteria growth. @Ngosden - are you sure there’s no cylinder thermostat? Maybe post a photo of the cylinder?
 
If it is kept hot for half an hour or more, anything over 50C will kill pathenogens.
