Carpet and underlay on top of boards and concrete

Hi, thank you for any help if you can.

We've been decorating the living room and we'll need to change the carpet in our old house. Under the existing carpet boards sit directly on top of the concrete. Some of them are a bit warped. Should we remove all the boards and put the carpet and underlay over the concrete or could we get away with keeping the boards. It looks as though it would be a big job to get them up. If we do get rid of the boards should the concrete have a waterproof layer over it?

In this photo is where the old fireplace hearth was which has revealed the broken concrete.

Also, around the edges of the room below the skirting board is broken plaster/rubble. Should this gap be filled properly or fine as is?

Dpm under concrete?
Maybe not , so that's why there are boards put over.
Or was there a need to raise floor height?
