Should I fit one? I've got plenty spare but can see it will be messing about with that gap it creates compared to just coming up with blockwork and cavity batts then plonking window board on top, but don't want to upset building inspector!

Looks Like you will need another row of bricks first.
Yeah, looks like there is a brick cill added outside and blockwork was finished in wrong place.
Yes, it needs the blockwork bringing up, either level with the bottom of the cill if I have to fit a closer or nearer to the top of the cill if the board can go straight on.

So, it's a choice between fitting the ones you have or sending them to landfill.
I'm far too tight to throw anything away, which probably means I'll have to build another extension just to use them up!
