Cavity wall insulation help

I’ve got an end terrace house(mid 70s) which is all solid walls internally. Great in the summer but not so great in this cold weather!
I’ve had a company come out regarding cavity wall insulation and apparently I’m just under 40mm clearance from the polystyrene sheet(old style insulation board) towards the outside and they say it’s not enough for their product! I’m quite annoyed as I was accepted for funding from the local council due to my wife’s health condition!
I had a quote years back for Isothane Technitherm closed cell cavity wall insulation which works for a min 25mm cavity. This company doesn’t work with any councils for funding etc.
is there a way to get this type funded or will I still be able to get the normal style pumped in.
I just want to get the house warmer and not losing heat so fast

You said 'all solid walls', how can they install cavity wall insulation, when you do not have any cavity?

The only options, are external insulation, or internal insulation.

Sorry it has cavity I meant internally all solid walls compared to a mixture of brick and plasterboard
