Ceiling fan no longer effective

We have a Vent Axia near our shower with flexible piping (looks like paper over metal rings) in the loft to an outlet in the suffix. The outlet is always open thanks to gravity!

This worked well for a year or more but is no longer being effective. We haven't changed anything. I inspected the sausage piping in the loft with hot shower underway and did not see steam escaping -- but we no longer see steam coming outside, which we used to.

I now have to clean mould from the ceiling every 2-3 weeks so this isn't sustainable.

Photo attached if helps. The walls are painted with "warm wall" but that's not new. The ceiling doesn't have that (as i didn't know about it) so regular bathroom paint.

I dont know where to start with this, having confirmed the fan is turning, it's the same with/without the cover, and no obvious damage in the loft. Suggestions appreciated.
