It actually says between 100 and 240volts. That specification is described as "Input Power" which surely is not correct?

No it wont be one of those. The output voltage would then not be 36v if the input was 100v.

How can it? The input voltage cannot be changed by a black box. It could be transformed by the generating company though. Now the output voltage is another matter.
