On much older boilers PRV's were used to protect the boiler as they were limited to 3Bar inlet pressure, most if not all boilers these days don't need that.
As suggested though, if that PRV is set to 3 bar then that is more than enough pressure to supply outlets about the house, when you ruin the other outlets and the HW, what does the pressure gauge on the PRV drop to?
