The top civil servant from Chris Grayling’s department has admitted the government did not have a written guarantee of secure financial backing before handing a £13.8m contract to a ferry company with no ships.

How failing Grayling has not been sacked shows just how weak May is.
His job, whatever it may say on his office door, is, and always has been, to make the others look good, and with a few exceptions (e.g. Gavin Williamson, Liam Fox) he does it very well.
