We’ve been dealing with a cowboy builder and have reached an impasse.

There have been various incidents of poor workmanship and all of the other hallmarks.

We are not in the trade and have young kids so had to put our faith in someone who had come recommended but didn’t turn out to be what we’d hoped.

We had expected the new roof to be outsourced to a proper roofer but he basically gave it a go it seems.

Do you think that this looks sufficient to claim poor workmanship? The valleys are wonky, the wrong hip tiles have been used and are not fixed straight and there is a tremendous amount of staining and mortar on the tiles all over the roof.

Yes. Poor work by whoever did the roof.
Besides the obvious:
The hip irons are missing.
The bay ridge lacks a lead saddle and has been codged up with mortar.
Pics looking down into the gutter might also help?
The valley's might have difficulties discharging into the gutter?
The stack back gutter needs checking.

FWIW: you need new correctly installed flaunching on the stack.
 
It will be difficult to get front gutter pictures although I will try.

You can slightly see it on the picture but I wonder whether the step up where the two roof ridges meet should have been done in ridge tiles rather than bonnet.

Bonnet shouldn’t have been used in the first place, the brief was to match the existing which were arris but I suspect the builder didn’t know the difference

It's as rough as a bears arse, yes.

I’m afraid the brickwork is worse!

While I can imagine it’s hilarious to see such clownery - if anyone has any guidance about what action to take, it’s a very unpleasant situation to be in.
