Crack in pebbledash causing damp

@ OP, sorry if I have confused the issue.
As others have said, don't go with the quote you have been given.
Check the cracks and see if there really is an issue with the pebble dash, if not then fill and paint yourself, or get someone to do it if you can't.
If you could post a picture of the damp that may help clear up what the problem is.
If it is condensation as others have said then there is lots on the forums about damp and condensation.
