If it is not certified, it might be that he is not a Competent Person, in which case Trading Standards ought to be involved.

When you say "well rated" do you mean on one of those websites where the trader, and his friends and relations, can write multiple glowing reviews using false names?

Yes I will give him the opportiunity to put things right once he has demonstrated that he is registered and appropriately qualified to to do the installation, carry out the nesesary notifications and appropriately test and certificate. This was all in writing befor he took the job, so I think, given my concerns, it is not unreasonable to expect evidence in full before letting him have another go at it.
 
If you have written evidence that he claimed to be a member of a scheme (and I'd say that taking on a job where membership is explicitly stated as required would imply such a claim) and it turns out that he isn't, then that's fraud - Section 2, Fraud Act 1996. Apart from trading Standards, that's the sort of thing you can take directly to the police.
2 Fraud by false representation
(1) A person is in breach of this section if he—
(a) dishonestly makes a false representation, and
(b) intends, by making the representation—
(i) to make a gain for himself or another, or
...

It may sound tough, but frauds like this (if he is, of course) only get away with it because people either don't realise they've been had, or aren't prepared to speak up about it. Some things you can put down as mistakes, but claiming membership of a scheme when you aren't is hard to see as anything but deliberate.

The boiler is in close proximity and there is space on the board. It should have been on a dedicated circuit as it was previously. Likewise the alarm should not be shared with the sockets.
I don't see any empty spaces.

Interesting, I looked up the product code, and find a fully loaded one of those is all of £50 (or £60 inc VAT). As new breakers are all of £3 inc VAT, it's hard to imagine why any self respecting sparky would fit that mish mash.

Suggests a lack of planning (as in not making note of what breakers he'd need as they aren't the same as what's in the pack) as well as everything else.

And all the lighting on one RCD - bonus points there !
