And the OP has mentioned that they don't think rain water should go down the drain, suggesting that the rain does (is supposed to) go somewhere else?Stand back and take another photo, the whole house going all the way up to the roof and gutter, and all the way down to the ground and drains.

Into the drain in the photo.Where does the water flow to that comes from the drain pipe? Better photos are needed.
You seem to know it’s was into a septic tank, how.? Are you just guessing?How would I know if it's a soakaway?
(There isn't a concrete channel, originally there was just the cast iron pipe, but no piece of plastic guttering)

Fall takes it it too drain.No, it goes past it. Look at the plastic gutter on the ground....with a heavy downpour it will pass the drain easily..
