Unbeknownst to me, a previous tenant had a gas prepayment meter fitted which was in debit,

try again, think the word you might be looking for is Debt, pre-payment meters carry a dedt every day called a standing charge totally disagree with it , but it is what it is , if the property has been empty for a while you owe that money , not the previous tenant
