ive always viewed it as a thou shalt not do as a matter of good practice anyway. i think they are also considering someone cutting and rejoining flex or t and e and assuming there is an earthwire purely by appearance without testing. using a wire that appears live by coding alone but is actually at earth would not as often be such a concern
