Difficulty with dripping tap

Hi, so I have got this dripping tap in my new flat, nothing serious but it drips from the spout and the base of the spout when off. Thought I could just replace the cartridges but when I pop the hot/cold dots off the taps and remove the retaining screws the taps will not budge, at all.

I'm a novice at this so I don't want to apply loads of force here and make any leaks worse but everything I see indicates once the screw is undone I should be able to just pull the tap off?

Am I missing something? (Also one tap is noticeably further away from the main body, this was like that since I moved in.)

1. With the retaining screw undone, the handles will just pull off. However, time and limescale may have jammed them on. Try pouring very hot water over them and levering off with a broad bladed screwdriver, but watch the chrome-work.
2. The right hand tap (with the bigger gap) has probably had an incorrect cartridge fitted. Take measurements from the left hand tap and replace both.
 
I'm not overly confident about replacing, its copper pipes all the way in and the nut is in a very tight spot, if I make a hash of it I'm in a mess. Cartridge replacements should be simple enough once the taps are off no?

Yea seems like the washer on the spout is duff also but that should be easily sorted by a replacement I think, its more the water coming out and constant dripping I m concerned about and the inability to get taps off. Based off what I've been told I m tempted to live with it for now and get a plumber in to replace when I can afford to. Its not a world ending issue so long as under the sink stays dry.
