They work in restaurants, hotels and stuff like that earning about two pounds an hour. The government give tacit approval to what they do because if they were all on minimum wage then the price of hotels etc would rise and tourist numbers would fall. Every major city in the world has its own underclass, It'll never change. The stuff with the 'go home' van is about getting disgruntled Tory voters back on side. It's a charade for the gullible.
