Well, I managed to get my answers and so for anyone else going through the same process.
The change of use planning permission automatically gives "Permitted development rights" to the new property from day 1
To change from Business rates to Domestic rates you need to contact the council first and they put you in contact with the building valuation office who puts values on the property. The council are only the collectors of the moneys.
They then send out a valuer who puts a value and domestic rating on it based on the property value in 1991
