No idea. I've been here six years and it was here when I moved in.

Just be careful, unfortunately white isn't just white, there seems to be a multitude of shades of white, try a spot that can't be seen to make sure it matches or at last close before diving in.

Doesn't look any worse than the lousy sealant job around the base.

Ok so decided nothing can clean it so I want to paint it, without removing it and taking it anywhere.

Painting it indoors especially with a spray, is a really bad idea. Remove it, you mention the sealant is bad anyway, and paint it outdoors on a still, dry day.

I've seen online epoxy paint or shall I just go to B & Q/Wickes and ask.

Better seek more reliable advice on here!
