How can I fix my Belling IDW 603 Dishwasher?

Belling IDW 603 Dishwasher: I am getting a constant fast electric clicking noise when I switch power on(similar to a car starter motor when stuck & you try ignition). No buttons will function and the digital display flashes very quickly. I can't use the machine at all.
can anyone advise please

Can only think of a flooded base. Check to see if it's leaked into the bottom of the machine.
