I have bought the leasehold of my 1st floor flat from Norwich City Council. The windows are in terrible condition. I want to replace them, I have heard that I may need to get planning permission. Can anyone advice me if this is the case? Just a note: installation would be carried out at the weekend by my friend who is an installer by trade not by an official company, would this cause me further problems? Thanks

There are a few factors, which would decide on whether or not a planning application would be required. Your best bet would be to speak to your local planning authority.
You may also have to submit a Building Regulation application.
