That is disputable. By the same token, hang-gliding is statistically much safer than power flying. (Power A/C prangs happen on a runway under the nose of an ATC... go figure.)
While fires -however small- are always reported, I would suspect that the majority of doorcloser-related injuries go unreported, therefore the extent and frequency of these injuries is largely unknown.
Since they almost invariably cause noisy slamming, they are a major night-time nuisance in shared accommodation, and here again we have a non-assessable safety effect, that of tiredness when operating machinery.
Since a sensible person should be closing fire-doors in unoccupied rooms anyway, they are an example of the careless person being catered-for at the expense of everyone else's inconvenience, all all-too-common trait these days.
Nevertheless they are now required in Scotland on all subdivided properties. Not sure about England.
