Since they almost invariably cause noisy slamming, they are a major night-time nuisance in shared accommodation, and here again we have a non-assessable safety effect, that of tiredness when operating machinery.

Since a sensible person should be closing fire-doors in unoccupied rooms anyway, they are an example of the careless person being catered-for at the expense of everyone else's inconvenience, all all-too-common trait these days.

Nevertheless they are now required in Scotland on all subdivided properties. Not sure about England.

I don't know whether or not this is correct because I can't make any sense out of it.

Get real - sensible people are in such a small minority that they might as well not exist.
