It flows on to there roof in to there guttering and into there little down pipe off there exstension.. which coursed my guttering to collapse last week with all the rain we had ..

There gutter has to hold water from house other side of me.. my guttering then they have built a big dorma on there roof so rain from that then there roof .. then the exstension roof also there’s a bend in the down pipe it all backed up
That's awful! someone loves guttering soil and vent pipe not quite to building regs either.
The guttering they have taken from your downspout appears to now empty onto their roof but it seems to be pointed at their rear wall before running down into a rather shallow gutter. They already have a downspout from the dormer roof almost directly above their downspout from the original roof. Why on earth have they 'hijacked' your length of downspout?
Did the neighbours themselves do this or was it a firm of builders?
Either way, I think they should replace it the way it was, or it could cause problems if you try to sell.

They did it them selves well they have family in to do it
The brick work is terrible.. my 6 foot fence was there now I have a brick wall lol....and no-one has yet commented on that brickwork!
Can we assume, (rightly or wrongly), you don't really get on with them?
If you don't then it makes it harder to approach them about rectifying it. My thoughts are, if they really want that downspout to empty on to their property they could put a swept elbow in but carry the original pipe line down to the lower SVP.
Technically it would still be wrong because your svp should be high than your gutter height but it's a sort of compromise.
Your, (short length), svp is currently breaking the rules and you may find in warm weather you may be able to smell the drains because the opening is so low down.
It's very easy for people on a forum to say, "Go and demand they put it back", but in reality life is rarely that simple.
As a solution you could get someone in to extend the svp back up to its correct height with a swan neck to go around the gutter.

Put the fence back to hide that monstrousity.
Lol putting a fence up in front of the wall is not an option I’ll loose to much garden… Iv got a friend who’s going to tidy it up and paint it .. Iv already told the Neghbour he said carry on
