Unscrew the hopper and lower by wriggling bottom pipe down 2 inch that should give you space . Then re fix hopper in new lower position ... your neighbour can’t say a word as you haven’t touched or cut ‘his’ bit of pipe. If he was my neighbour though I’d tell him he has a problem with ‘his ‘pipe and needs to get his workmen back to correct the problem which as you know is pipe to long Good luck
