Draught proof trickle vents

When I close the trickle vent there is a small amount of air that is getting in. Windows are 12 years old. When I shut it I want it to seal completely. Is this possible with newer vent designs ?

I don't think their truly is any, its like asking if theres a draught proof gate. Your not the first person though thats asked though, I get asked couple of times a week during my work especially now with this weather, I say stuff them with cotton wool till summer

Such a shame that ventilation in the UK is an afterthought, and very poorly thought out too at that.
