If the hinge is screwed to a piece of timber and the the screw is long enough to puncture the insulation of a cable ( that should not be ) in the door frame then the hinge could become Live.

Common sense and an open mind are needed to be able to recognise those situations where metal work could become Live due to a fault and thus present a possibly fatal but invisible hazard.
