Father in law just rung me about this wondering if it's any good.

I think it's "meh", a cheap gimmick. One thing it says it that it's so quiet that you can use it while you're asleep. But who would want to run a fan heater while you're asleep?

Anyhow, I thought I'd run it by you to see what you think.

Scam.
Taking a cheap drop-shipped product direct from China, that probably won't comply with UK regs; selling it at a vastly inflated price, through a dodgy website with false claims and dubious practices.

I can't find a direct link to the product through aliexpress (the product isn't available in our territory), but here's a US listing...
