Electric radiator not heating up properly?

I had a leak with this radiator and the element burnt out as it was left on without the liquid in it. I’ve replaced the element and filled it with 90/10 water/inhibitor solution. It turns on now however none of the heat gets to any of the panels, just the cylinder in which the element is in. Please see photos. Thanks! Any help greatly appreciated.

Leave one valve open or some air at the top to allow for expansion I think?
Not my area of knollage tbh.
 
I have a similar radiator on a wet C/H system.
The flat panels have small channels feeding them from the main bars. Even with a continuous flow on my system, some of the panels heat up unevenly.
If there has been a leak, some of these channels may be blocked with rust, or swarf.
It may be worth removing the radiator and flushing it out with a hose, to ensure all channels are clear.
...and as above, electric radiators shouldn't be entirely filled, to allow for fluid expansion.

Thanks, I think the channels must be blocked. I’ll try and give it a clean out!
