Electric towel rail

I recently bought a towel rail from eBay. How can I tell if it should be filled or if it runs just with an element? The box has been thrown out.

Ask the seller! eBay has a handy feature for you to do that thing.

Or give it a shake and you may be able to hear water.
Mind you, I recently installed a heated towel rad and it did not need filling with anything.

Does it have any identification, such as manufacturers name, part number or rating plate?
 
There are several types:

Element only - usually do not have anywhere to fill it, because it doesnt need filling
Water fill - usually needs filling with water and an inhibitor (detailed in the instructions). Usually these are shipped empty to save postage cost.
Oil filled - usually already filled and sealed by the maker.

But, per the above, we need to know the make and model, you can see it, we can't. Maybe a link to the eBay item would give a clue?

Label found and it says GDC GTRC90 and various other stuff about watts etc. As far as my google research has gone, it seems to be a Creda Dimplex.
