Perhaps they are assuming most cables will be installed in less than ideal conditions such as under loft insulation or similar.
Or those that wrote the manual were unaware of cable ratings.
I wouldn't say recommending 10mm2 for the shower is actually 'wrong'.
It is good advice really when you consider loft insulation (which may not even been present at the time of install, but added later) and length of run.
I would recommend 10mm2 for most showers.
However, in practice I would try to avoid using it wherever possible as it's a pain to install .
