Exposed terminal out in street

Hi there,

This is not DIY related, but I wondered what you think of this.
The pictured box is at the end of my road, I think it was installed for a ULEZ camera, but there's never been one on the pole that it's next to.
The cover was smashed off, and I guess someone tried to cover it up with cardboard and gaffa tape.
Peering inside, there doesn't seem to be a live feed to it.
Think it might be live or what? Guess I could wander down with a multimeter and try it.
The council have been informed, but it's Croydon. So.....

That is a Highways DNO cut out and requires urgent rectification and a cover put back on and fixed with a tool, it's very dangerous like that and someone could get electrocuted if they touch that! Especially a child or even and animal

Well, that's bad news. Cos it's directly opposite an infants school!
But why no live (i.e. Red) wire coming up from below?

It needs attention, of course, but - if you care to look - the line fuse has been removed, so there are no live parts there.

A call to the DNO emergency service will ( probably ) get a faster response and repair than if you go through the local council.
 
TTC's right the fuse has been removed so not as bad as I first thought, needs attention just in case someone decides to poke around though.
