External Concrete Blocks - Do They Need Treating

Sorry if this is the wrong section. I taking over the management of my fathers house, and he has allowed his Bathroom/Kitchin external wall to deteriorate over a number of years due to leaks from pipes and the rain. I'm trying to work out if the exposed concrete blocks have also deteriorated, or if this is how certain wall blocks should look, or if I can cement over it? I can see that the wall to the left and up are cement covered (I think). Is this just surface damage, or does it look like actual damage to the block? I'm not sure it should be all honey combed.

And yes, that is underwear plugging up the pipe hole. My Dad is the worst at DIY.

The aggregate blocks look fine, ie. not damaged.

This is beyond my ken but when I built my garage with thermolite blocks I did ask the manufacturer about the need to render. Their response was that the blocks will not allow moisture in, but that the pointing might.

Hopefully a grown up will be along soon to help you.

My workshop, similar, I just painted with masonry paint. Its been fine.
