External conservatory step. Immediate step down or level step first?

I've got an approx 250mm drop from my extension doors to the outside ground.

My builder is planning to build steps outside.

Should the step be immediate as you step out from the extension or should the first step be level with the extension.

Any advice would be appreciated thanks.

We always strive to get the first step as close to the underside of the door sill as possible. When you are carrying bulky stuff outdoors, your foot is hunting for that first reassuring step.
