External wall keeps rusting and blistering

Hi. Hoping someone can advise me on how to resolve!

My front driveway wall (between me and the neighbour) keeps on blistering and rusting. I’ve painted over and added anti rust solution on 2 separate occasions, but over time ends up back looking like the picture.

Any advise is greatly appreciated as so lost on what to do! Thanks

Is it reinforced concrete?

Someones used metal corner beading. Remove it all and re render and repaint

Poor beading (non-external) and s/c render. Poor choices of materials. It needs external spec' beads with polymer render.

Why folk think we can have 'Mediterranean' style walls in the UK is beyond me. Too many daft DIY shows saying different I guess.
