External water feed

I volunteered to help my neighbour finish the water feed to their allotment. Would appreciate some thought on how to finish this.

Looks like a hep style 15mm feed from house which runs down wall currently. The channel cut in concrete i guess to run mdpe up to house or join somewhere.
This needs to connect to a 20mm MDPE pipe. Where do you normally terminate 15mm and convert?
I have warned her already this will not be frost proof!

Not only does it need to be frost proof but prevention of undue warming from the sun. Is there adequate backflow prevention inside the property?

Yes it is, but as a minimum should be a double check valve. I can't see any sleeving to protect where it exits the wall and also hole goes through the DPC :eek:

No my bad it is double just climbed under and can see as it was facing wall. Re DPC yes i know first thing i commented on but she's not concerned i dont think they will be here much longer bless them. Anyway any thoughts on a quick fix to connect?
I am going to remove the 15mm anyway redrill in 22m add a sleeve and replace this, although the DPM woops.
 
There are several connections on the market that will allow you to connect from 22 to 20 MDPE, just type into search engine 22mm x 20mm MDPE reducer.
