Fascia too far forward so getter leaks down wall

I noticed water staining on on external wall showing there had been previous leaks and in wet weather i could see that the wall seems soaking after rain,plus mortar has holes needs repointing.Ive been up there today and checked the guttering, replaced a leaking stop end and reconnected a leaking joint. It appears the main problem however is that the gutter is sagging forwards and is sitting just a fraction forward so that the rain fron the flat roof drips off the partly behind the gutter, down the fascia and brickwork.
Ive managed to do a temp job by lifting some if the brackets up so the sag forward less ans added some plastic behind the lip of the flat roof felt and into gutter.
Ill sort this when the weather is better, but whats the best solution please?

What I intend to do is remove the gutters and plastic fascia and replace the wooden fascia board behind that has rotted.this might be the reason the brackets are sagging.perhaps a thinner wooden fascia board and plastic fascia board that sits further back?

How easy is it to remove the fascia boards would the flat roof bitumen felt be wrapped around the top of if these?

How about an eaves tray?That would be tricky getting it under the flat roof, so might need to be trimmed to fit and also can't see many in white.

Is this another 'forgot to add a drip edge to the flat roof' episode?

It's astonishing how often this happens. The flat roof material should carry beyond the fascia by about (min) 50mm, so that when the gutter is positioned below the drip edge, it is hitting the gutter centrally.
 
Yes thats the case its a late 70's house. I need to replace the wooden fascia underneath that has rotted and then make sure gutter edge sits back enough that its behind the roof edge.The other option is to retrofit some of drip trays.whether could slip some flexible plastic just up under the flat roof felt that hang down into the gutters.
I dont want to start lifting the flat roof fekt as its an old roof.
