Filling condensate trap

Any air pressure in the waste system pipe work will affect the trap on the boiler. Hence the condition of the waste pipe, soil stack and soil stack venting will have an effect on the trap on the boiler. Hence the question where does the flue become waste and the "legal" responsibility change from GasSafe to ordinary plumbing

That would depend on the boiler and the trapping arrangements.

Based on that then, depending on the boiler and the trapping arrangements, a situation might arise where any work on the waste pipes under a sink would be "illegal" if the plumber was not GasSafe registered ?

Hence possibly yes

I did, and it mentions a sink as being an air break. But sink full of water rushing down the waste pipe past the end (?) of the condensate pipe might just create enough suction to suck the trap in the boiler dry. ( until the trap refilled after a few minutes of combustion and condensing )

Intergas seem to be more detailed in their MI by implying that a tundish should be fitted between boiler and waste system. Hence a clear and decisive demarcation between flue system and waste system.

They also state that the condensate trap must be filled with water before applying power to the boiler
