When you say that you've had quotes, do you mean quotes as in a formal agreement detailing the work to be done and the price for the work? Or have a few people mentioned that it might be about £1500?

The work needed is not just installing a boiler, it's installing all the pipework and radiators and associated controls along with running a gas supply to the boiler.

On the subject of removing the existing storage heaters - check that they do not contain any asbestos panels as some older heaters did.

Possibly - depends on the boiler mftr & model, location of the boiler/flue, changes to the gas supply pipework and changes to existing H&C supplies.
It would be unusual to split hanging the boiler on the wall and the rest of the work into two separate jobs.

Do not assume a combi boiler is the best option. A system with a hot water cylinder may be less expensive to run than a combi.

The boiler heats the water circulating through the radiators and also supplies heat to a heating coil inside the cylinder that heats the water in the cylinder

If you really want to save money and you find an amenable installer they might be prepared to only do the parts that need their expertise, the labour intensive parts are the pipe work and radiators. So you might get away with 1500 plus whatever you spend on parts.
But splitting the work opens up lots of unknown regarding liability of problems, so you'd better know what you're doing.

You asked about installing an entire heating system, not just the boiler.

It depends on how you define "installing a boiler". If you mean supplying it, drilling the flue and PRV out, hanging it on the wall and connecting the flue then you're probably about right, depending on boiler make and model. If you also want it connecting to some pipework, and the gas running from whatever location it currently happens to be in, then you're being unrealistic. I do know someone in Northampton who is very good, but I must admit that with your present expectations I'm very hesitant to recommend him to you as I think it would waste both your time and his.

1500 is highly optimistic, maybe double it.
Also the gas supply might be inadequate for the combi so there could be an extra cost to upgrade.
Also found, and had it confirmed by a plumber, that complete whole house jobs aren't very attractive so good luck finding someone.
