Fitting uPVC cable conduit connector

Nuts are machined to the size specified, so a 19mm across flats nut is a maximum of 19mm.
Wrenches/spanners and the like are slightly larger.

We have a strange hybrid of imperial and metric systems....

Pipes for water are metric sized these days, but threaded BSP threads in imperial sizes are used.

There are surprises abroad too, for example BSP is heavily used on mainland Europe and don't let on but 20mm conduit and ½"BSP are PDC, more than once I've seen them intermixed, example of a stuffing gland in a BSP:
