Fixing a leaking Victorian terrace butterfly roof with Kemper?

Hi,

We had a contractor round a couple of years ago to resolve a damp issue with the roof leaking into the front bedroom under the parapet. They covered the area in Kemperol, and lined the gully of the butterfly roof in Kemperol too. However it's started leaking again recently.

Looking at it more closely though, the gully is pooling and the Kemperol is spongy and appears to have bubbles in it - has anyone worked with it before? Is it meant to do that?
