Flat roof wet ply before vapour barrier

Hi guys, I am building a warm flat roof, got all the firing and first layer of ply done, but the weather's been horrendous, it's been raining every 2-3 days,so the ply just never seems dry enough for the laying the vapour barrier and insulation, is there any solution on this please?

Been trying to keep it dry but seems impossible every time when its nearly dry and it just rain again!
