Flush pipe pan cone question

Sorry if this is a naive question. Should the flush pipe (45mm) on a Noken Smartline enter into the toilet pan rubber cone from the wider diameter 45mm end as far as the narrower 40mm diameter end or should it extend right through the narrower end further into the pan ie with the cone fins “swept back” as it is inserted. Or is the cone fitted the other way round. ( I said it was a naive question!)

The former - it should sit inside the cone up to the narrower stop, then the whole cone slides into the flush pipe aperture on the toilet tight up to the last fin.
