Nicely put Bodd, but I'm not sure about #4, and I'd say #5 is down to cheap road design in the first place.

4 & 5 If they encouraged highly skilled management to replace some of the Tongs we have then that would be a start. Instead they will chuck numbers at the problem.

Its alway the problem chuck Numbers rather than lets think about how we invest our money.

Just how far does the circular argument have to go, before they realise that in having no end to the circle, it's actually a downward spiral.

....And if someone twists that argument does it then become a screw?
