Two options .... try a different battery if that’s ok it’s the battery , if not panel is faulty .....
Make sure the red battery lead is in the + in the pcb and black is in - as it may have been reversed....

The battery is perfectly fine, we have already established that - it's the PCB or something attached to it causing the issue.

How do you know the battery is ok ? Just because it’s showing 12.7 volts ?

I have tried another battery and the fuse blows. So it's pointing to a faulty panel. Wiring checked and is in correct terminals

Obvious really, apart from the 12.7v, it is providing enough energy to blow the 1.6amp fuse - when the PCB has no mains power. What failure mode would you suggest a battery might exhibit, where it could provide enough power to rupture the fuse, yet still be faulty?

Is the panel under warranty?
try contacting whoever supplied it to you? who fitted it?
