Gas Safe Register Photo ID Privacy concern

I have just noticed on the Gas Safe Register website that a member of the public can look up your licence number and see your photo, to verify your identity. Seems a good idea at first - prevent someone with a forged card from impersonating a bona-fide operative - but doesn't it make it even easier to forge an ID, or even create other fake photo-ID documents such as a driving licence for somebody vaguely resembling you?
Is it just me or does it seem unbelievably stupid?

Photos are so widely available on the internet anyway I can't see there's much cause for concern. Just look at the number of photos posted on facebook, loads with a name tag. There's too much hysteria about photos being available, just look at the google street view farce.
